摘要
本文定义了生态补偿政策法律制度和体系的概念，分析了我国生态环境保护政策法律制度的进程和主要内容，并对各专门法律和法规中有关自然资源保护和有偿使用制度的生态补偿含义进行评价，系统梳理了现行政策法律制度中涉及生态补偿的各项规范，对有关生态补偿政策法律制度进程和体系之间的协调性进行评价，最后提出了政策建议。

Abstract
This paper gives definition of ecological compensation policy and legal system, analyzes the process and main contents of policies and laws of ecological and environmental protection in China. The study evaluates the meaning of ecological compensation about natural resource protection and compensated usage in the specialized laws and regulations, and sorts out the ecological compensation norms from the existing policies and laws of ecological and environmental protection. Based on the evaluation of the coordination between legal process and system of ecological compensation laws and regulations, the paper finally puts forward briefly policy suggestions. |
